Navigating institutional transitions without losing public trust

Leadership transitions, restructuring and mandate shifts create moments of vulnerability. Handled well, they can strengthen confidence. Handled poorly, they invite doubt.
During a transition, staff, partners and the public look for signals about what will change and what will stay the same. In the absence of clear information, uncertainty turns into speculation, and speculation into resistance.
Principles for a credible transition
- Say what is not changing. Continuity reassures as much as change excites.
- Tell your own people first. Staff should never learn about change from the news.
- Name a clear timeline. People can cope with change better than with uncertainty.
- Keep services running. Nothing damages trust faster than visible disruption.
- Report on progress. Close the loop once the transition is complete.
The goal is not to avoid change, but to carry stakeholders through it with their confidence intact.
